Mandating Paper Ballots in Statewide Elections

This bill amends Georgia's election laws to require that ballots used in optical scan voting systems and ballot marking devices must be printed on security paper with a visible watermark. It also requires the Secretary of State to establish and maintain a state-wide system for posting digital images of scanned paper ballots, with a minimum resolution of 200 dots per inch. The bill expands the number of contests subject to risk-limiting audits and sets specific risk limit percentages over time. It also establishes a pilot program to audit paper ballots using optical character recognition technology.1
