Creating the Early Childhood Literacy and Readiness Account

This bill creates the Early Childhood Literacy and Readiness Account and authorizes the Department of Education to award grants to support early childhood literacy and readiness programs. It also revises various provisions relating to the Commission on School Funding, including requiring the Commission to review the academic progress of pupils in each public school and strategies to improve accessibility of programs. The bill authorizes cities and counties to sponsor charter schools, with certain limitations, and requires reporting by cities and counties that sponsor charter schools. The bill also revises provisions governing the Teach Nevada Scholarship Program, creates the Nevada Teacher Advancement Scholarship Program, and revises requirements for the promotion and retention of pupils in grade 3. The bill makes various appropriations to support these provisions.1
