This bill establishes the maximum allowed salaries for certain state employees, with increases of 12% effective July 1, 2023, and 4% effective July 1, 2024. It makes appropriations from the State General Fund and State Highway Fund to cover these salary increases, as well as retention incentives and a plan to encourage continuity of service for eligible state employees. The bill also eliminates a salary limitation and revises provisions relating to the designation of the Legislative Fiscal Officer.1
