Democrats characterize the $2 billion as “a direct result” of the pupil-centered funding formula they passed during the 2019 session. The budget is $300 million higher than Gov Lombardo recommended; additional per-student funding for targeted populations and increases of $4,035 for English language learners and $3,137 for at-risk students.1
