Philadelphia Non-Resident Taxation Fairness Act

This bill provides that Philadelphia can't tax non-residents who work there but do all their work outside the city. If they work partly in the city, only that part can be taxed. And it doesn't matter if they use technology to work from somewhere else; they'll be taxed based on where they physically are.1
